Depends on the bridge.
Really, it does depend on whether a bridge is suspension, cable, etc.
And I don't really know the stats for any of em.

Logically not much, but you cant help the rain can you? So when the bridge breaks, i suppose all you can do is wait for the rain to stop and build a new, stronger one...

If one side is stronger, more durable (more committed to securing the foundation of the bridge) than the other, the bridges is sure to collapse again.
I think it depends on the type of rain that falls. Scattered showers, while annoying, won't cause permenant damage--but vicious thunderstorms, complete with lightening, are likely to do the bridge in.
