No really, I want to know

I'm kinda clueless, I read most of the articles in the political, current events sections of JU and I watch the news on Sunrise every morning. A minute ago I read Lw's article about the homeless man who thinks Bush is Hilter (incarnate I guess) And I watch the West Wing - well I do when I can be bothered staying up until 11pm (midnight)

But what I don't get is that Jed Bartlett (Martin Sheen -- George W Bush) is advised by Toby (???) and Josh (what's Josh's job anyway - like is he Donald Rumsfeld? someone else) and Leo (formerly Colin Powell no Condoleeza Rice) mostly Leo and the African-American woman and man (General? something) in the defence room

Argh I'm making no sense

It seems that all the background people deal with the issues go to Leo who either takes care of it himself, informs the President or consults the Senate. On the West Wing it seems that Leo has more power, Bartlett is consulted and he has the final say on the big things
Like when John Goodman took over in the 25th Ammendment episode and had to decide whether to no bad example
Like when the plane that Jed's doctor was in got shot down and Jed had to decide between blowing up a power station or causing more damage and possibly killing civillians

In the West Wing it seems that noone is "Hitler" because although Bartlett is the figure-head - the person who's seen to be the one making the decisions (like when they killed that leader of that country) it's ALL of them - including the senate - (who decided to ban one type of gun but not another) (season 1 episode 4?) - who get consulted.

So I don't understand How can people call Bush Hitler when he has to run all his decisons by like 100 different people

Leo is the chief of staff - the equivalent of Andrew Card in Bush administration. Often the chief of staff will handle situations for the president which are less important, and on which the views of the president are already known. Josh is the Deputy Chief of Staff (he works for leo). This position currently belongs to Karl Rove in the Bush administration. Toby is the Director of Communications, which means that he's involved in speachwriting, as well as overseeing the other speachwriters.... most of these characters are people who you rarely hear about in real life, but are very important to the running of the administration (and make for interesting characters in a tv show). Overall, the positions and responsibilities held by characters in the West Wing are quite realistic, even if many of the events that take place seem far-fetched.

As for how people can call Bush Hitler when he has to run things by so many people: 1) he doesnt NEED to run things by any of these people. They work for him. 2) He picks the people who he runs things by (I'm not calling Bush Hitler, but Hitler also had high level officers who were heavily involved in decision making), and 3) many would argue that it's people like VP Cheney, or Karl Rove who really run things behind the scenes - though it is debatable how true this really is.
